I found one iPhone (I think) in that whole mess of butt phones
Why not give them their phones? They will sit there and look at their phones stopping only to grab a food tray, or to wipe their asses. It makes the guards job easier, and they can monitor calls as needed.
Guards get to double their money this way. Guards sell phones to prisoners, then guards confiscate phones and resell them back to prisoners.
This is what happens when the “justice system” is run by corporate criminals. It shouldn’t be cheaper to pay for smuggled, illegal phones, than it is to just use the pay phone collect call system. But the prices are exorbitant and designed to profit telecoms companies and the jails/prisons millions of dollars.
