The Banyuwangi Regency SPBE performance is the object of the thesis research at IPDN

Jakarta – The achievements of the Banyuwangi Regency government in achieving the highest electronic -based government system (SPBE) last year at the regional government level, attracted the attention of officials at the Ministry of Empowerment and Bureaucratic Reform (Kemenpan RB). This is the purpose of the doctoral research of the Deputy for Institutional and Management of the Ministry of RB Nanik Murwati. In his doctoral open session at the Graduate Institute of the Inland Government (IPDN), Nanik explained the secret of Banyuwangi success that could apply 5P well. “Why does Banyuwangi have a good SPBE index? Because it can work very well,” Nanik said in his statement Tuesday (4/29/2025). Browse to continue with the content he conveyed in the middle of the hearing led by the rector of IPDN, Suhajajar Diantoro, today. The five P, says Nanik, ranging from the preparation of infrastructure, digital devices, participation (community involvement), staff (strengthening bureaucratic capacity), to partnership (which involves several other institutions). “These five things can go well because it is supported by the dedication of its strong leader so that it can go well,” he explained. The dedication of the leadership, ongoing nanik, is manifested in regulations to budget. “The commitment to realizing the digital government is in the RPJMD. Similarly with the budgetary commitment. It affects the success of Spbe in Banyuwangi because of the commitment of the regent,” he said. More than that, Nanik’s research is an important reference to the spread of the SPBE index in Indonesia. At present, a new SPBE index is on the ministry/ institution and provincial government level. It must be distributed to the district/ city government level, which is the head of services. “I think this Banyuwangi history should be a benchmark for other districts/ cities that want to improve the SPBE index as a future of public services,” he said. Banyuwangi Regent Ipuk Fiestiandani, specially invited to the Open Trial, appreciated the results of his doctoral research. “What was revealed by Mrs. Nanik was encouraging to us. Of course, it is also an important input to keep innovating and delivering our best performance, especially to strengthen the digitalization of public services,” he said. It is known, in 2024 the Banyuwangi Spbe index was 4.50 from a scale of 5 or the highest for the Regency category in Indonesia. The SPBE assessment consists of 47 indicators that form a digital ecosystem in an agency. It was rewarded with an award that was directly handed over by President Joko Widodo at the time.
