Port Louis: The International Solar Alliance (ISA) on Thursday signed the Country Partnership Framework (CPF) with the Mauritius government, paved the way for collaboration in terms of the development of a solar card in the country and the creation of the required regulatory frameworks to support the sector. Mauritius is the first African country and the fourth worldwide to sign the framework, to Bangladesh, Bhutan and Cuba. The framework is three years and can be renewed on the basis of mutual consent. Barakat Ahmed, regional programs is the head of African activities of ISA, and Zeenat Guness-Goolbar, permanent secretary of the Ministry of Energy and Public Utility, which represents the Mauritius government, participated in the signing of the framework. Read also | ISA works with the member states for the security of critical minerals: Ajay Mathur The CPF is followed by the development of a country-driven, needs-based country partnership strategy (CPS) that corresponds to the national priorities of the island nation. This will include the development or revision of solar cards, the development of facilitating regulatory frameworks to promote the deployment of solar-based applications, capacity building on technical, regulatory and financing needs of the Mauritius. Under the framework, a Solar Technology Application Resource Center (Star-C) will be drawn up and the installations of solar roofs are also scaled in the country, along with floating solar projects and solar pump systems, among others. The use of solar power for the production of green hydrogen will also be promoted and supported under the framework. Read also | Ashish Khanna, director Ggeneral, Isa, said: “The CPF is a strategic initiative of ISA to formulate a programmatic medium-term involvement of ISA and its member states with the support of Indian Minister of New and Renewable Energy and French Minister of International Co-president as Co-president.” He noted that the CPF would lead to co-development of a detailed strategy for the country’s partnership, by adapting to the development of challenges and opportunities within the solar sector of Mauritius, through a clear action plan to enable private investment in solar power and regulatory support. “This would make technological innovations available to Mauritius in areas such as floating solar and solar improvement,” Khanna said. Zeenat Guness-Goolbar said: “Energy, and especially solar development, has a high place on government’s agenda. With Isa, our cooperation has ripened, and we look forward to deepening this partnership through the signing of the framework agreement.” The signing comes as a highlight of a week-long range of activities, which includes the Global SolarX Accelerator program, which offered 35 Startups from ISA’s group of 50 solar companies that have offered winners of the SolarX Startup Challenge expenses since 2022 on the Asia-Pacific and Africa. The accelerator aims to help startups improve their business skills and equip them with the necessary tools to scale their operations and provide participants with world-class mentors, investors and experts in various fields, including business development, financing and market access.
