New -Delhi, April 18 (PTI), informed the US the global trading body that the decision to impose rates on steel and aluminum is based on national security grounds and should not be considered as a protection measures, according to a communication. The US shared this response with the World Trade Organization (WTO) after India requested consultations under the WTO security agreement on April 11 with America. India said that despite the characterization of these measures as security measures, it is essentially protection measures. It is also said that America has failed to notify the WTO committee for precautions in terms of a provision of the Agreement on Precautions (AOS) on taking a decision to apply protection measures. “The US notes that the starting point for India’s request for consultations under section 12.3 of the agreement on precautions is that the rates are protection measures … The (US) president imposed the rates on steel and aluminum according to Article 232, including the president that the rates were needed to delay the import of steel and aluminum artic articles,” 17. to the trading body. The US also said that Article 232 is a statute for national security, and that the rates under the security exception under a provision of the General Agreement on Rates and Trade (GATT) 1994 are held in place. It added that the rates were not set under a determination of the 1974 trade law, which is the law under which the US has introduced measures. “The United States does not retain these actions under determining the precautions / emergency action … These actions are not protection measures, and so there is no basis for conducting consultations under the precautions agreement on these measures,” the US added. “As a result, India’s request for consultations … has no basis in the agreement on precautions,” it said that we were nevertheless added to discuss this or any other matter with India. ” On March 8, 2018, the US promoted protection measures on certain steel and aluminum articles by drawing up 25 percent and 10 percent ad valorem tariffs respectively. It came into effect from March 23, 2018. On February 10 this year, the US revised the protection measures on the import of steel and aluminum articles, which are in effect from 12 March 2025, and with an unlimited expensive, communications.
