These hikes often included non-teaching fees, such as development fees, annual fees and maintenance fees, which were charged without consultation or transparency. Increasing fees by violating the rules in this way by violating schools was a challenging matter for parents as well as the Directorate of Education and the Government. As private schools arbitrarily increased the fees, the parents were jailed. The Parents’ demand was a long demand from parents and social organizations that a strict and clear legislation must be made, which makes schools liable and the schools randomly increase the fees. This road seems to be clear after the approval of the Cabinet for the Delhi School Education Transparency and the Regulation Regulation-20125 Bill. This bill will help create a legal framework for fees control. The bill was brought to ensure transparency, control and justice in the fees system of schools. The bill will make education in private schools transparent, accountable and cheaper for everyone. Experts of the education sector say the current rules were very weak and unclear, which was not mandatory to follow. After the arrival of this bill, schools will be combated and they will not be able to raise the fees at random. This bill makes the regulation of fees compulsory, reinforces the representation of parents and brings financial transparency into private school activities. In addition, it removes long -term deficiencies in the current system. In recent years, as we look at the arbitrary fees over the last years, private school management increases the fees without any transparency or proper reason. Parents were not involved in fees structures or decisions, causing them to exploit. Many schools used to hide financial information after raising the fees and abusing the funds. At the same time, the school managers used to form the School Management Committee (SMC) without choosing the parents so that the parents were unable to oppose the order for raising fees by the schools. The SMC was founded after the election in the schools, there the SMC did not have access to the records, audit reports or expenses. SMC members claim to have never been included in policy decisions or budgets by schools. Since RTE, the demand for the bill has demanded that parents have demanded a bill from 2010 to combat arbitrary fees in schools, especially to the Law of Education Act (RTE), 2009. Parents ‘associations and social workers have expressed concern about the fees’ increase around 2012-2014. Earlier, parents tried to control the fees of private schools. Parents protested several times against the private school foyer. Many even disputed schools in courts. The Delhi High Court has criticized the structure of irregular fees in many of its decisions and claimed government monitoring. In terms of the law that controls schools in Delhi, the existing returns will take no fees under section 17 (3) of the Delhi School Education Act 1973 under Delhi School Education Rules 1973, otherwise he will receive any other fees other than the school director. He will have to receive approval from the prescribed authority beforehand before taking such fees. The managers of the schools will submit full details of the fees that such school charges during the next academic session before the start of each academic session, and no such school will charge any fee more than the fees corrected by his manager during that academic session without the preceding approval of the director. In a way, the Delhi School Education Act does not provide clear what steps can be taken based on returns submitted by the Director of Private Schools for Education. Every time the education department tried to prevent fees through private schools without the pre-approval of the Department of Education, these provisions were a matter of a few rounds of litigation between private non-in-schools and education departments. Fees -contradictions committee: After the recommendation of the Duggal Committee in the 1990s, the Delhi government was ordered to form a committee for fee contradictions so that parents could complain against the increase in fees. In 2017, the court instructed to establish a committee in each district that included three member district deputy education director Zonal Sub-Education Officer and a cha delayed accountant. Below, parents can file a complaint with a fee of Rs 100, and the committee had to solve the complaint within 90 days. But this committee was limited to most papers and did not show its effects on the country. March 7, 2025- Parents powerfully argue outside the Delhi Directorate for Education and demand immediately intervention from the Department of Education. The parents said that this unfair fee increase without pre -information and consent of the government is completely illegal and must be withdrawn immediately. On March 20, DPS Dwarka did not allow the children to sit in the classroom because they did not pay the fees and held them hostage in the library. On April 4, the Delhi government inspection team reached the DPS school at 11 o’clock. The committee found that nine children were held hostage in the library. April 7 – Education Minister Ashish Sood has proposed to form a district level committee for complaints of fees’ hike. It has been told that this committee will be monitored by the Sub Divisional Magistrate (SDM) and that the committee will investigate the irregularities associated with the fees of the schools. The demonstration was attended by the parents of DPS Rohini, Creation School, Queen Mary, Indraprastha School, Meera Devi School. April 17- The Delhi government has investigated more than 600 private schools amid increasing complaints of arbitrary and excessive fees. After inspection, a notice on the cause of 11 schools was issued. The government also ordered the schools to return the additional fees that are charged between June 2016 and January 2018 with nine percent interest.
