The central government imposed 12% temporary Safegard tax on five large steel product categories to give the domestic steel industry relief from cheap foreign imports. This duty will remain in effect for 200 days and will only be imposed on the import that will be brought to the rate less than the minimum CIF price set by the government. The move is expected to provide great relief to small and medium businesses. Digital Desk, New -Delhi. In order to give relief to domestic steel producers of the importance of rapidly growing in cheap steel in the country, the central government announced that they impose 12 percent temporary security service (protection fee) of 12 percent on some non-mental (non-alloy) and alloy (alloy) flat products. The move aims to give relief to the Indian producers who are struggling with the imbalance that arise in the market as a result of imports. The notice issued by the Ministry of Steel said the decision was made based on the report of the Director General (Trade Rids). According to the notice of the Department of Finance, this security duty will be drawn up at a 12 percent rate add Velum and will be 200 days from the date of publication of the notice in power until it is first canceled, not canceled or modified. The government has set the import price limit for five categories of steel products between US $ 675 per tonne to $ 964 per tonne. If these products are imported at a lower rate than these prices, this Safigard duty will apply to them. However, if import -CIFs (costs, insurance and cargo) are equal to these prescribed rates or at a higher price, it will not be charged. What products are charged? Product categories on which this security duty applies include: hot rolled coils, sheets and plates; Hot rolled plate mill plates; Cold rolled coils and sheets; Metal -covered steel pools and sheets; And color -covered coils and sheets (whether it is or not). The Minister of Union HD Kumaraswamy welcomed this decision and described it as “time and essential steps”. “This step will provide the necessary relief to domestic producers, especially small and medium industries, which were under increasing import pressure,” he said. Earlier on March 20, 2025, the Times of India reported that the Directorate -General of Trade Rids (DGTR), the investigation of the Ministry of Trade, recommended the introduction of this duty for a temporary period of 200 days in light of the unexpected increase in steel imports. What was said in DGTR report? According to the DGTR report, the sudden increase in imports has caused the domestic industry to face “serious damage and danger”, so this step is needed. The investigation began at the petition of the Indian Steel Association (ISA), which represents the country’s most important steel growers. The report also said that the attitude of global trade has changed because of the protectionist policies that the US has accepted and that it has affected India. Many countries such as the European Union, South Africa, Türkiye, Vietnam, Malaysia and Tunisia have already taken restrictive steps to protect their markets. DGTR said that any security measures of India should be at the level that it could stop this deviation of business. 25 percent of the protection fees charged by the European Union in 2018 is an excellent example of this. What are safargard measures? Safety measures, such as fees or quantitative restrictions, are the business measures available to the World Trade Organization (WTO) member states. This is implemented when there is a sudden and unexpected increase in importing a product, causing serious producers to cause serious loss or threat. This duty is applied at the same rate on all countries, while the counter-stamp fee is applied only to countries that export goods at an unfair cheap rates. The purpose of protection measures is to give time to the domestic industry so that it can become competitive and maintain its products in the global market.
