Rivers State Administrator, Ibas Cancel all acquisitions, tender processes by ministries, agencies

The sole administrator of Rivers State, Vice-Admiral Ibok dinner Ibas (RTD), ordered that all continued purchases and tender processes be carried out by ministries, departments and agencies (MDAs). According to the statement, signed by the Secretary of State, prof. Ibibia Worka, all MDAs involved in the transactions must finally repay the tender fees to the contractors concerned. “In compliance with the Supreme Court ruling, which maintains the decision of the Court of Appeal in the case No. Ca/Abj/CV/133/2024, and in the absence of a Provision Act, the sole administrator canceled all acquisition and tender processes conducted by MDAs,” the statement. This further instructed the agencies in question to return all collected fees to contractors, pending the approval of a new state spending plan, which will be announced over time. The decision comes in the wake of a larger legal and administrative investigation into financial activities within the state, with the decision of the Supreme Court, which has concerned concerns about the validity of expenses in the absence of legislative approval.
